It's possible to get a transit visa for Libya from Tunisia, so I don't see why it wouldn't be possible to get the same from the Libyan consulate in Cairo. Our application is currently in process. You have to write a letter in arabic requesting the visa, explaining yourself and why you want it. You submit this and the carte gris and copies of your passport and the Libyan consulate evaluates it, taking up to 10 days. (This is what we're waiting for now.) Once the consulate has given the OK, you go in with you passport and get the visa issued.
