I flew to Bamako in October 2001 on a British passport, and from memory a requirement at the stage of baording the Air France flight in Paris was to note the presence of a Mali visa in your passport. If you did not have one then I don't think you were allowed to board. I do not remember anyone getting a visa when they arrived in Bamako.
It was also a requirement to hold onto your boarding pass stub and show it to airport security staff, before being allowed to disembark at the airport.
I am flying to Bamako again in October this year, and will definitely be getting a visa before I go.
