Its pretty obvious what a tourist with a passport in his hand wants to do in the Mori consulate in Casa. I dont speak french at all , and hadnt any diffuiculty getting that visa.
Same about borders. They know you want to cross , make clear the ammout of money you must pay , and job done . If you dont speak French , nor Spanish , you will be spared to share that disgusting tea inside the Guerguerat border post.
IMHO , I have found that not understanding anything they say (or prettend to ) is better (bribe-wise) that talking to them . I have seen more french-speaking people fall in a conversation , and ending up "Cadeau-ing" a lot !.
