Hi Nelson,
I was told in 2004 that in Sabha they issue visas but not for europeans.
I Al Katrun there is no representation of Niger.
Best option is to send the passports to embassy in Paris using a private transporter (eg DHL, UPS).
Cheers,
José

In the border.
I am not 100% sure , but 3 months ago , I got it at the Niger border with Burkina (that is , entering into Niger) , and I asked about other borders .. and they said that ..-wherever there is a official Niger Border post , the will issue the Visas. They have a new -quite posh for Niger actually- Visa stickers ,so they write it , stick to your passport , and cover it with a clear plastic thing.
They isisted that wherever you get your passport stamped-in , they can issue you a Visa . (at a price , obviously , It was 20.000 CFA (but that price is written down in the sticker , so It may be the real price ) .
Have a nice day.
