Using FIM carnet in Libya
I see that according to this page (scroll down to Vehicles), you can now use a foreign carnet in Libya and so save the €100 on buying the local one.
Has anyone actually used an FIM (foreign) carnet in Libya?

International Carnet de Passage en Douane are of common use here in Libya and very ricomended . Also our Automobile Club released it since its fondation to foreing peoples resident in the G.S.P.L.A.J.
But it must not be confused with the temporary one released at the border that doesn't cover all the matter concerning circulation of the vehicle.
Indeed You can save the 100 € but You have to pay the caution in your Country if you take the International one so ..

Thanks for the info.
So are these 'fixed charges' at the border of LD150 for a car and LD75, only imposed when a tourist buys the local temporary vehicle importation permit ('TVIP', costing €/$50 for cars or €/$30 for moto)?
In other words, if a tourist has a proper FIM carnet (which in UK from RAC is £185 minimum for the document, plus all the rest), they do not pay the fixed LD charges, but if they buy the local permit for a car - €/$50 (£32) - they also pay LY150 (£75).
Total car cost with TVIP just over £100 (or 100 euros, as stated) versus £185+ with RAC.
If only visiting Libya (as opposed to continuing trans Af), buying local TVIP seems cheaper. Not counting all the other Libyan border costs, of course.

Correct but we think that the real question is missed and this is represented by the caution 's value and the time during the money is left in EU bank . The caution depend of the car's value gived , normally very high if old old even of 2/3 years.
Longer in terms of time is the trip and more are the countries to be travelled seems to be the good choice for the carnet.
