A Google search says there are a couple currently for sale by separate owners near Seattle, and registering a bike here is pretty easy for a non-resident. However, per the above this is not a common bike (and it's been a while since they were produced, so whatever you find might have issues), so you're not going to have many to choose from. What's your plan if you show up in Seattle, examine the couple which are for sale, and don't want one or both of them?
Normal approach to this sort of purchase would be to contact sellers wherever they are, then make arrangements to go there. Heading for a specific city--especially a relatively small one like Seattle, population <one million--with a very specific plan like yours seems to me problematic.
I am not going to tell you how much they cost because you can do the same Google search as me and find the same bikes for sale.
