I'm not really sure what you're asking re "travel back to Vermont and return again to Virginia." I do know that riding a bike without plates is a bad idea, although who know? You might get away with it.
You don't say whether you're buying new or used, from a dealer or privately. The reason this matters is because dealers can print temporary documents (apparently) in Virginia. You also don't say whether you're a resident of Virginia or of elsewhere in the US. A dealer would know whether you are even able to register a vehicle in Virginia--assuming you're not a resident. This may be possible or not.
If not a resident and buying privately, I'd call the DMV in Virginia and ask them. Their website gives hints, but no solid indication whether a non-resident can register in their state, whether permanent or temporary.
Vermont is another story. I'm not going to bother looking into that part, but I assume you've already done so.
