I could not extend my (tourist) visa

Not sure what type of visa you have but about a week ago I was flatly refused an extension on my tourist visa in Almaty.
While registering in the OVIR I asked about this and had a friendly english speaking guy who even wrote a brief letter for me in Russian requesting the extension (and saying that I had a flight from Kaz after visa expiration - he just made this up for me) but it was over-ruled by superiors.
I heard a business visa can be extended.
Redboots, are you an ex-pat/or have you spent much time in the region? Perhaps you can hekp me - I'm about to buy a bike in Almaty but I understand rego is a problem (for a tourist), However, I've heard one way is to get a trusted local to register then they provide me with a 'power of attorney' letter authorising the use of the bike. Can you add two cents here?
