If you are less than 7 days, you do not need one. They will see from your entry stamp if its less than 7 days or not.

And not to forget, this 7 days is only 7 days in the same place!! Place in this context means municipality. So if you don't stay longer than 7 days in one place, just keep receipts from fuel, shopping musea etc to proof you travelled around and that's it. We have been many many times in Russia and were NEVER EVER asked for the registration.
