Everything I have read points is in line with what you state - no transit visas.
The real place to ask though is of course the embassies/consulates. I am pretty certain that all applications go through Asghabat so it is likely that no embassy can issue a tansit visa until the policy on transit visas is updated.
The easiest visa I have ever received was a Turkmenistan transit visa in Kabul. They didn't even ask me to fill in a form, just photocopied my passport and I was able to pick the visa up a few days later in Mazar.
This is in contrast to the recalcitrant embassy staff in Tashkent who reluctantly issed transit visas to travellers after lots of queuing and waiting.
