No problems in Almaty, Kazakhstan, there are few workshops and you can find even tyres. Search the hubb (I post myself some information about that issue). I do not know about Astana, I ve never been to. I been to Astrakhan but I didn´t look for workshops but also didn´t see any bike there.
In Thaskent, Uzbekistan, you can fit your tyres with the help of local bikers who meet at VM bar, in front of Tata Hotel. I did it. But not workshop, just by hand in a home garage. Do not expect any workshop for bikes in Samarkand. There are just two bikers there who can help (Igor and Andree), I also posted about Tashkent and Samarkand bikers.
Never been to Kirgyzistan, so I do not know. But If you have the tyres, any mechanic can change them in a need. The problems are the disc brakes of the front wheel, they do not usually fit in the machine to put off the car tyres (so, work hand), and neither usually do in the wide bar of balancing, so not balance at all.
My suggestion: go to Almaty and change them in a bike workshop. Use the local help just in case of real need.
