I can't find the thread either but I'm pretty sure that was a local in Volgograd who was advertising his services. I'm not sure if that is enroute from where you are at present.
However, I met many Russian bikers with imported (mainly Japanese) bikes on my travels.
Kemerovo, Krasnoyarsk and Urkhutsk, in particular have large biker communities - there is also a road race track just outside Krasnoyarsk enroute to Kemerovo.

I'm not sure if it is the same person, but "DEAN Rus" has a tire business I think.
However, I haven't seen him on the HUBB for the past few months.

Dean has sent tires to Novosibirsk for us to pick up several weeks from now.
We haven't seem them yet, but he has responded to our emails in a business like way and I'm confident that they will be there. Colebatch has used him and recommended him.

Tyres in Russia
Hey guys,
I'm in Samara right now and found out from friends a Russian website. You got to be able to read some russian but it gives you motorbike clubs in different cities with some phone numbers. Maybe that'll be of some help to contact them.

im trying to find the address for you, Ask around the city, someone will show you the way!! That's what happen to me, because its in the middle of nowhere!
The shop is called NBS Motor (in English translation). It is a bit out of town, by the power plant.
I met a guy there called Andrey Anderson, who speaks English. If you do not have any luck on finding the shop on your own you could try emailing him on vf750(at)mail(dot)ru.
I just found their web site

Membership - help keep us going!
Horizons Unlimited is not a big multi-national company, just two people who love motorcycle travel and have grown what started as a hobby in 1997 into a full time job (usually 8-10 hours per day and 7 days a week) and a labour of love. To keep it going and a roof over our heads, we run events all over the world with the help of volunteers; we sell inspirational and informative DVDs; we have a few selected advertisers; and we make a small amount from memberships.
You don't have to be a Member to come to an HU meeting, access the website, or ask questions on the HUBB. What you get for your membership contribution is our sincere gratitude, good karma and knowing that you're helping to keep the motorcycle travel dream alive. Contributing Members and Gold Members do get additional features on the HUBB. Here's a list of all the Member benefits on the HUBB.
