Apartments are extremely expensive in Norway, 15000NOK a month for a serviced one doesn’t look to bad..
This is the way I used to get money for my travels, I rented out my apartment.
It is possible to park your caravan somewhere in the woods for free, but then it will be pretty lonely and to find a nice place you might need to go a lot further then 20 km. There is a lot of forest around Oslo but most is closed for vehicles, you are free to walk or use a bicycle.
I would guess that Fjord Camp is the cheapest option if you want to stay for a while. It’s maybe not the fanciest place but sea is close and the surroundings are nice. One of Oslos best motorcycle roads go by, there is a open meeting every Wednesday a few kms south. If you fancy bikes (or people) you should go there, lots of people. It is mostly Tupperware-bikes (RR-street bikes), but still okay if the weather is nice.
