I driven my VW Brasilia there back in 2005, it was decent dirt road back then, bit lonely, but passable, but that has been more then 10 years ago, I still should have my GPS track somewhere. Let me know if you still need it, and I will look it up. The only issue was that in the village where you cross the river into the park (on a one car ferry), you needed to get a local guide who would stay with you. At this time of the year the roads should be OK, only problem might be smoke from burning they do at this time of the year, it just screws up the visibility.
However situation in Bolivia has tendency to change very quickly so all might be different now.
