When I traveled both of these roads back in 2011 the SanA to Pop was a hell of a lot more muddy than the mountainous narrow Trampoline of Death Mocoa-Pasto. Once you make it to the valley it is easy ride on into Pasto, even the first part is not real technical just a narrow winding mountain road, but without all the mud. Nice hostel Casa del Rio in Mocoa run by European expat. Hike in to the Fin del Mundo for some nice swimming holes and great waterfalls.
At the time the where doing loads of construction on the other road to improve the conditions but I wouldn't count on it being done by now.
I'd take the Trampolina de la Meurta if I had to do it again. Nice part of Colombia!
