You mentioned that no GPS is allowed in Cuba, well most smart phones have it on now, so I am not sure how strict they are.
another thing to be aware of is walkie talkie (2 way radio sets) are banned too! Therefore I suspect that bike to bike (helmet to helmet) radios are banned too! unless it is a wired one for pillion passengers!
The local (scuba) dive schools lament the fact that they can not legally use GPS to locate the wrecks they know about.
As an aside if you go diving take you own regulators - getting the parts for upkeep into cuba for some of the schools regulators means sometimes corners are cut! this can be quite exiting when 20 meters down!
Also spares of american origin are a nightmare to get. the cubans have become masters of improvising because of this!
it is an amazing place and the people are really amazing! Also I found it to be one of the few places on earth that it did not matter what the colour of your skin was, which was fantastic!
