If you are in Los Angeles it may be less time and bother to take the import permit AND THE BIKE for a little ride to Tijuana . Go to either the downtown San Ysidro crossing or the Otay Mesa and visit the Mexican border Banjercito office to cancel the permit in person with absolute proof that the bike is going out of Mexico.
As for having sombody other than yourself do it , that should be possible, although I have no personal experience.But approaching it logically that person, your friend, should present himself at the border crossing in Mexico WITH THE MOTORCYCLE AND THE BANJERCITO PERMIT that you were issued and which contained ,or still contains, the holographic RFID sticker .Go to the little booth where they scan and read the data which is on the RFID sticker. They will then read the VIN number on the bike and confirm that both are the same. If so ,this is all they care about and they accept the bike as being taken out of Mexico and print out your cancellation receipt. The sticker will have to be peeled off the bike and handed in with the original certificate. Keep the receipt for future reference . The personal information they seek,name,drivers license number ,VIN, etc, are all in their computer from when you entered. You do not need to show any of these documents when you cancel the TVIP therefore your friend should not say anything about not being the owner, do not volunteer any information.
You did not say, but I aasume you did cancel your tourist card? In that case your friend is set and clear to go back into USA with the bike and you are clear for a later trip into Mexico .
The tourist card makes no reference to the bike other than having a box checked off for your mode of transport, and it does contain your passport number . The TVIP does not connect to your passport and in your passport the Mexicans make no reference to a motorcycle .
If you did not cancel your tourist card ,shame on you, but that is not such a big issue as the TVIP. You can keep it with you until next visit and appologize and explain, or mail it in.Or forget about it.
