Well, these are two different cases, Lorraine one was Argentinean Customs culpability as where she was coming in they presume that she only was crossing for the day and not to exit on another place on a later date. So were they fault and responsibilities for fix it too as they are only one organism. I always tell (when I can) to travellers coming in or back to Argentina to don’t move from customs desk without receive a new TVIP and check very carefully all the details and the date of expire. Exits without a TVIP or re-export could be impossible, and with wrong details will require an amended as Lorraine had made at Comodoro Rivadavia customs office.
Completely different your guy case where him let expire that TVIP period, the rules and consequences of these cases are wrote on the back of the paper they give to travellers and exactly says about confiscations, penalties, fines and fees… So don’t expect customs will be nice on these situations.
