Everyday life in Bolivia...
I was in Bolivia 13 years ago and road blocks were an everyday matter in the whole country. If things are the same, just be patient, it will happen several times on the trip.
I particularly remember a "transports strike" blocking the road some kms before Sucre (quite high already). After having carried my backpack a long and tyring way, I found out that I had to go to the other side of the city and all crossroads where blocked by buses. Saw a guy riding his enduro bike over the sidewalks on the crosses, stopped him, offered him some cash to take me there. Chatted on the way, told him about my stay, etc and later refused to get any money.
Good luck and enjoy a beautiful country.
