Is there anybody who knows, can anybody else take my bike out of Mexico and clear the temporary permit on behalf of me?

Or do I have to do it myself personally?

NO, the bike is stamped into the country in your passport and the exit stamp is stamped next to the import stamp, so you will have to do it yourself.

This is as far as I am aware and having just been through the border recently, that is my observation looking at my passport and the exit certificate I received matches.

There is nothing on my passport about the bike. I did the procedure separetly.

Tomorrow I will visit Mexican consulate in Los Angeles and hope to find a solution!

I have cleared Mexico a couple of times and they have never looked at a Passport or the tourist visa. Check the VIN on the bike against the paperwork say gracias and leave. This was when entering the US, when entering Guatemala I think they did look at Passport and visa.

If you are in Los Angeles it may be less time and bother to take the import permit AND THE BIKE for a little ride to Tijuana . Go to either the downtown San Ysidro crossing or the Otay Mesa and visit the Mexican border Banjercito office to cancel the permit in person with absolute proof that the bike is going out of Mexico.
As for having sombody other than yourself do it , that should be possible, although I have no personal experience.But approaching it logically that person, your friend, should present himself at the border crossing in Mexico WITH THE MOTORCYCLE AND THE BANJERCITO PERMIT that you were issued and which contained ,or still contains, the holographic RFID sticker .Go to the little booth where they scan and read the data which is on the RFID sticker. They will then read the VIN number on the bike and confirm that both are the same. If so ,this is all they care about and they accept the bike as being taken out of Mexico and print out your cancellation receipt. The sticker will have to be peeled off the bike and handed in with the original certificate. Keep the receipt for future reference . The personal information they seek,name,drivers license number ,VIN, etc, are all in their computer from when you entered. You do not need to show any of these documents when you cancel the TVIP therefore your friend should not say anything about not being the owner, do not volunteer any information.
You did not say, but I aasume you did cancel your tourist card? In that case your friend is set and clear to go back into USA with the bike and you are clear for a later trip into Mexico .
The tourist card makes no reference to the bike other than having a box checked off for your mode of transport, and it does contain your passport number . The TVIP does not connect to your passport and in your passport the Mexicans make no reference to a motorcycle .
If you did not cancel your tourist card ,shame on you, but that is not such a big issue as the TVIP. You can keep it with you until next visit and appologize and explain, or mail it in.Or forget about it.

I just got back from three weeks in Mexico and although I did clear the import for the bike, what is the deal about the tourist card?? I haven't seen anything about that before. I'm planning on being back in Mx again next summer and don't want any problems. So, whats up with that?

An uncancelled tourist permit is not such a big problem maker, you should be okay.
But that begs the question, why did you not cancel it when you did bother to cancel your TVIP.? It seems that you did not expect to go back to use one , so why not cancel both when you were in the border offices anyway?
