Found Moto in Santiago - ¿Next steps?

I found a suitable brand new bike in Calle Lira - great.
I am about to buy it but a little worried about the next steps to take.
Your advice would be highly appreciated :-)
1) I managed to get a RUT - done.
2) Which documents do I need from the vendor of a new bike.
My understanding is I will need those for registration (at the Registro Civile and Municipalidad):
- Contrato de Compra-Venta de Vehiculo (3 copies)
- Homoglacion
We will NOT NEED the following for NEW bikes - correct?
- Certificado de Emisiones Contaminantes
- Certificado de Revision Tecnica Clase B
Is this correct/complete?
3) The Registro Civile nearest to Los Heroes is:
Dirección: Huérfanos 1570
Horario: Lunes a Viernes 08:30 a 14:00 horas
Oficial: Juana Soto Silva
Which office in particular will I have to got to? what should I ask for?
There I expect to receive the Solicitud de Prima Inscripcion and get the number plates.
4) Get the insurance - Seguro Obligatorio
SOAP: It is possible to buy it directly at the Municipalidad - correct?
Now I can ride the bike for five days (without Permiso de Circulacion) - correct?
Before leaving Chile: MERCOSUR insurance for Argentinia, Peru, Bolivia - buy it online.
5) Go to the Municipalidad
The one nearest to Los Heroes where I stay was found at:

To permanently drive the vehicle the Permiso de Circulacion is mandatory.
Is this step mandatory for a new bike as well or only to renew the papers in March?
6) Wait for the Padron......
Once the Padron is in the system I can have it printed out at any Registro Civile in Chile - correct?
I will only need the Padron for selling the bike so I can already leave to Argentina without the Padron.
