I'm not sure anyone can answer that - no one has ever ridden the entire Pan American Highway - its too boring!
Also, what's called the PanAmHwy branches off, some running south to where it ends on Chiloe (in Chile - there's a sign in Quillon where it ends) - the other running across Bolivia (I'm not sure where that ends up).
Okay - the real answer - you can probably get to TDF by riding paved road the entire way (except for that 100+km stretch in Chile on TDF - no way around that - or where they're doing construction - or where you just happened to choose the wrong line on the map....) It won't necessarily be on the PanAmHwy because it don't run all the way to TDF.
