Hello,
well, I can just tell you, that I rode this pass at the beginning of this year (means february) and it was superb. We just saw snow once when crossing the pass, on a hight of about 4200m (coming from Argentina, none on the other side). So it might be, that it has still snow now. Why don`t you just try it? The ride up through "la Colorada" is just great and if you have to turn aroud, it was a nice trip. Ask the people around the region in the little villages, they might be able to help you.
They certianly know better at what time you can cross the pass. As I said, we crossed it in February and it was no problem. Since now is nearly november, it might still have snow.
Have a nice trip

Sorry, forgot, you are coming from Argentina: So if you come close to the pass, there is a costums office not taht far up the pass. They could tell you, if you can pass the border. However, I do not know if the office is open, if the pass is closed. But, if you can cross the pass, the office certainly needs to be open (logically). Try it.
Have a nice ride

Its a nice ride, paved on the Argentine side but gravel/dirt in Chile. Check at the customs on the condition of the road before trying it.
Theres a great campsite a few km from Vicuna on the Chilean side. Follow the signs from the town centre to the observatory at Marmaluka. The campsite has a pool but no shop, so take supplies with you.
Cheers,
Bob
