If you are coming to Peru with a bike registered outside of Peru, it will be on a temporary road import. The bike will be given a maximum permission to remain in Peru of 90 days. Once that expires it can no longer be exported and would be seized by police or customs on any random stop. Unfortunately, its not permitted to sell the bike in Peru as it has come in on a temporary basis. To actually nationalise the bike a the boarder you would need to be a Peruvian citizen, pay taxes, and the bike would have to comply with import restrictions such as age etc. I have heard of some people selling the bike for parts on the black market, however, I wouldn't recommend it.
Best option is to cross back to Chile and sell them there.
On the second point there is no restriction on leaving Peru, or returning to Chile, as long as it is within the given time frame of your import permission.
