The only mechanic that I have dealt with in Bogotá was the BMW dealer and they actually did good work for a reasonable price. That would be a fairly safe option, albeit more expensive than a good local mechanic which is probably what you are for. Not sure if there is a Suzuki dealer in Bogotá, but that would be my first choice if there is.
The good news is that the DL1000 shouldn't have too many really unique issues about it that require specialist attention. I would probably remove the plastic myself and reinstall so that a general mechanic would not have to waste too much time trying to figure that out. A manometer might be of some use if the carbs need balancing and the in-fuel tank fuel filter takes some figuring out to access but if you have a good manual or access to the internet you can also access yourself.
Does it have any specific issues currently or are you looking to have it gone over by an experienced mechanic for a bit of TLC?
