I'm not the definitive expert for all your travel. Your liability towards injuries or damage you caused to others is part of your motorcycle insurance policy.
As a US citizen, liability insurance provides this coverage in the US and Canada. For Mexico, you have to purchase a separate policy. Search Mexico Motorcycle Insurance and you'll get a number of contacts. I get liability only, not theft, when I travel in Mexico. I was in Guatemala and Belize last spring. I was unable to locate insurance in Guatemala, except for one for aroud $200 for 5 days. I took my chances and had cash in my wallet, but you choose. Belize, you buy it at the border.
It's not uncommon as I understand in CA and SA to purchase mandated insurance right at the border. There is a lot of variation how it is done as going south, from my understanding.
