I came up through Angola South to North late January this year. I got a one month tourist visa in Windhoek. It seemed to be a bit of a random process. The official line is that only Namibian residents can aply there but they take your application all the same. You then get told to come back tomorrow. This repeats for a few days and then suddenly you are either rejected or get it the same day. Mine took four days and cost about nearly 200US. Apparenty they don't issue transit visas from Namibia, but getting a tourist one is a rare privilige anyway! The random element is that you may get it you may not. At the same time I applied three other none-residents did the same. Two of us were successful, two not. No reasons given. I think you are more likely to get a visa if you have been away from your home country for a long time. Also, though they don't ask, give them a grovelling covering letter to back up your application and copies of bank statements.
