For security that design is terrible. Anyone with a small drill could remove the rivets in a few seconds. If the designer moved the latching bar so it enabled the latch to cover the rivets then it would be more secure.

Those are the latches on my JourneyRider panniers. So far, none of my customers have had their panniers broken into.
I think it comes down to common sense.
A thief with a cordless drill and the (right size of carbide drill bit) lol, is probably going to have a cordless angle grinder too.
