If you have a look under the «Southern Asia» section you will find a long thread about this subject. The thread is pinned as well.
The «new» rules in Thailand isnt exactly new as they came more than 2 years ago. In general you can say that if you enter the country with a foreign vehicle you will need a guide and heaps of permits. This must be arranged well in advance and you cannot just rock up at the border and expect to organise things from there.
On the other hand - for most of the bordercrossings into Thailand the enforcing of these new rules have been quite sloppy and accidently. With a little hit and miss, using a Carnet sometimes and sometimes try at a different border if denied at the first - very many overland travellers seem to get into Thailand without having the mandatory guide and permit thing. There is one border though - that have been quite consistant though - and that is the Mae Sot-Myawaddy border between Thailand and Myanmar. On that bordercrossing they do seem to demand guides and permits.
Note that the mandatory guide and permit rules do not apply for vehicles from Laos, Malaysia and Singapore as those countries have bilateral agreements with Thailand.
