Anyway, In some countries there's some kind of arrangement involving export plates valid for the time it takes you to ride home and register there, however it is not a uniform EU thing at all. Temporary registration is easy and cheap in Slovenia where I live , but over the border in Italy you can only buy a vehicle if you're a resident with tax registration. No idea at all about Greece, but it's probably worth checking.
One thing that is the same throughout the EU however, is that no VAT is payable on second hand vehicles that more than six months old and have covered more than 6000 km
What I'm really wondering though is why you can't just buy in Germany where there's a vast market of well maintained bikes, presumably including the one model of scooter that you seem set on getting, and where you can already register as resident without problems.
