There will be some US based people who'll be up to date on which states allow foreigners to register bikes but all I know is I couldn't do it in NJ or PA or NY state three years ago despite having friends addresses there. We ended up having our NJ friends buy a bike (private, not dealer purchase) on our behalf (our money, their name / address) and put me on the insurance. Without being able to do that I'm not sure what we'd have done as rental was crazy expensive (six weeks rental = cost of (secondhand) buying).
Initially they did ask around a few dealers in the NJ / PA area on our behalf to see if us buying direct was possible or even sell and buy back as an alternative to renting but none of them wanted to know. I've been to a couple of those dealers since buying parts and I'm not surprised Any ideas I had about slick state of the art US marketing went out the window the first time one of them opened their mouth.
When I looked at bringing the bike back to the UK the shipping cost wasn't the deal breaker, it was the import duties that knocked it on the head. It worked out cheaper to sell there and buy here. At the moment though we haven't sold. We thought we'd keep it over there and do another couple of trips. Based on rental costs we would have had to pay we're already in 'profit' so the next trip is essentially free.
