No clue for Ukraine but for Russia and Kazakhstan: yes you can buy it at the border.
Yes it is necessary in both countries as it is mandatory and can be asked by the police. It is fairly cheap in any case.

Rip off Ukraine/Russia border
Hi,
I know it is a little while ago but my wife and I drove from UK to Thailand in 2014 in our Merc 814D overlander truck stoping off when ever we felt like it and we all so changing route when it suited us, anyway to the point, we went through Ukraine from Moldova no problem, then as we arrive and joined the que at the Ukaine/Russian border an official looking guy in a suit approached me asking if I wanted insurance for Russia, I said yes and he took me in to a small office by the side of the road, I sat down, then I started to think?? buying insurance in the Ukraine for Russia and they are at war ?? so the guy was filling out the official looking documents when I said to him how much is the cost of the insurance ? he said 300euros and he had not even asked how long we would be in Russia. I just said to him to expencive and as I was going back through the door he said OK but you will not be allowed to cross in to Russia with out insurance. We arrived at the border the customs officer never asked for insurance doc's and as we left the border only 300m there was more than one shed selling insurance, I went in and ask how much for 4 weeks and they said $60 USA.
So that is my story about the Ukraine/Russian border and insurance.
I hope this info helps some of you
Dave

To keep it going and a roof over our heads, we run events all over the world with the help of volunteers; we sell inspirational and informative DVDs; we have a few selected advertisers; and we make a small amount from memberships.
