Russia. Traffic Rules and Penalties
There has recently been a new (2009) edition of "Traffic Rules of the Russian Federation" including a table of penalties for violations.
More to the point, someone has published a 94 page English translation of this.
It is really a summary of the rules, presented rather like the UK Highway Code but just facts and road signs - not the advisory stuff. There is also 16 pages listing the range of penalties for each offence.
Interesting stuff. I never know clause 11.2. from how cars are driven in Moscow. It is illegal to overtake on the nearside!
The penalties are also sometimes below 'the going rate' expected for cash bribes!! However to argue the point at the roadside you would probably need the Russian version which is identically laid out.
English version costs 175 Rouble, Russian version 44 Rouble. GBP 3.5 and 1 respectively.
I can buy more copies and post them in the UK next week (say GBP1 each for P&P) if anyone is interested. PM me before Saturday 11th, mid-morning (UK time) as that will be my last trip into the city centre before leaving.

Petcul, tony has gone off on a big trip across siberia, however I have a copy of both the english and russian traffic regs book if you want to get a copy made I could lend you mine to copy.

This sounds like a super cool doc - I would also like to have a read of this and  s in payment! (or something!) Off to Japan overland next year so I think I need to read this!! Any help appreciated!

I'd be interested in obtaining a copy of this as well. I'm currently wondering if it's illegal to pass another vehicle on the right side in all of Russia? If someone can get back to me on this, it would be much appreciated.

I don't know what the rules say, but I have never heard of anyone being pulled over for this. People pass not only on the right, but also on the shoulder.
I pass on the right all the time without thinking about it, but at the end of the day it will not be a big problem because there are hardly any four lane roads where it is possible to pass on the right except on the shoulder, which is probably illegal and certainly unwise.
