Highly unlikely for exactly the reason that the hire company is charging you a lot of money and you are trying to find it... the probability of a claim is quite high, and the number of successful no-claim rentals among which to spread the cost of an eventual claim is quite low.
In practice, whatever damage you do to the bike (short of writing it off) probably will cost less than the $30x21=$630, especially if it's a smaller local-market bike, so pretty much all renters are going to go with the basic option.
Your best option is to look at a credit card that has rental-deductible coverage as part of a bigger package. I have a "gold" debit card from my bank, and it comes with worldwide travel insurance that includes North America, plus rental deductible coverage, and the wording is for "motor vehicle" and does not specifically exclude motorcycles. So it OUGHT to cover my moto rentals, but of course I hope to never need to find out!
