Why do we need "X in Sibiu". Why not just search Sibiu and have everything relating to the former Hermannstadt in one place? You're not going to have more than 10 facts on any place are you?
Why does there need to be a complex structure? What's wrong with searching on "Romania" (using your Sibiu example) or clicking on a map of Europe on the country north of Bulgaria and then reading/updating Sibiu (e.g. the bit about Red Bull Romania event dates). Or just clicking on the map where Sibiu is highlighted? Just like a regular wiki.
People on the HUBB look for stuff like accommodation off street bike parking, borders, insurance offices, mechanics, good biking roads nearby etc.
Field names like Country/city/accom with parking/insurance/mechanic/one or 2 others can't be that complex to manage in a database and present in a shiney layout on a wiki.
If they want restaurants they can check TripAdvisor
