It varies from province to province and state to state. Best bet is to research each regional DMV site on your proposed route down to get our own estimate of whether it is even possible. In general, they are not usually built with street use in mind and thus some mods can be expected to make them street legal to meet the requirements of some jurisdictions. In others, the mods required are extensive enough that it is not practical. There are some states that I have heard of people using them for street use (such as Montana, Wyoming, AZ) as well as in some more smaller rural communities but have never seen any ridden legally here in B.C.
It's not a quad, but a close facsimile is the Can-Am Spyder, which is indeed street legal. If you are keen on the idea, probably not a bad option to consider as you can buy it off the shelf and ride out the door.
