Buying in Mexico
I just bought a CGL in Zacatecas.
Took paperwork to Secretaria de Finanzes and 330 pesos and had plate and title after waiting 3 hours for my turn.
I took 4 copies of everything, passport, license (any country works), sales ticket, comprabanto original and 4 copies (the electric bill from your friend or where you are staying) ,
and a rent reciept backdated 2 MONTHS (uh oh, hope the advrider cops don't read that one) ,4 copies also plus original.
You need to say you have been in MX 2 months minimum, they don't check your visa at all.
Mexicans are happy to help out.
That was it.
