There are no provisions at all for purchasing insurance at any Canadian (or, for that matter, American) entry point (entry points to the USA along the Mexico border being the only possible exception).
As a result of a treaty written long ago between Canada and the USA, any motor vehicle insurance policy written in either country must meet the minimum standards of both countries, and must be valid in all the states and provinces of both countries. Hence, the total lack of any need to purchase insurance at a Canadian border entry point.
It is very uncommon for people to bring motor vehicles from a country other than the USA into Canada (yes, I know it's common for us here on the HUBB, but except for folks like us, it is pretty much unheard of).
You will need to contact a company that specializes in insuring vehicles "from abroad" for operation in North America. The only company I know of that does this is Motorcycle Express in New York State. I've dealt with them before, when I shipped my Canadian bike over to Europe - they handled the air shipment and the European insurance for me. They are a long-established, very competent and very trustworthy company.
There may be other companies out there who provide a similar product, but I don't know them.
