Update on this topic from an inquiry to the Malta-EU Information Centre. Bottom line is that Malta DOES accept the green card as proof of insurance.

with the Malta Financial Services Authority. Basically, the answer is yes;
Malta presently accepts the European green card as evidence of vehicle
