As to where to get the carnet, it depends on where you live. On the Carnet de Passage page (see link to left), you'll find the following info:
RAC only issues carnets to GB residents with GB registered vehicles. You can't reach the carnet department via their website, but Sean Kelly advises: "Speak to the wonderfully helpful Sue Collins 01454 208000 ext 33837."
Costs are completely variable depending on the value of your bike and the countries you intend to travel through, as duty rates vary. You may also be able to buy an insurance policy rather than posting a bond for the duty.
