Carnet and rego papers for Australian bike/car

I'm trying to finalise the carnet process here in Australia (I'm in NSW) for our fourby for our upcoming trip.
Info that I have so far is that there is an insurance option available for the carnet. From my understanding, all this does is elimate me having to put a bank guarentee. If something had to happen and I can't release the carnet, I will still be liable for all costs. Is my understanding on this correct.
Secondly, for the carnet to be valid, you car/bike needs to be registered in Australia (which makes sense). This means having the rego papers and CTP insurance. This is ok if you use the car for part of the year while in Oz, but in our case the car will be outside of Oz for at least a full 'rego' year. This means that I have to pay for the CTP insurance to be able to have the rego issued, but thats it. So I have to pay for something I won't be using. Is that right? When I spoke to one woman at the RTA, she said that without the green slip, they can't issue rego papers...
Has anyone else taken the bike/car out of Oz for longer thatn 12 month and had a similar issue. Is this a cost I won't be able to get out of?
