your information is correct : you can enter Iran without Carnet.
Further on for Pakistan it's totally IMpossible.
Indeed you need to pay a temporary import tax of some sort. Can't remember the price exactly - something between 100-200 U$ not more. We travelled up and down with Carnet (because we were heading further), but upon our return we met Italians accross the fence leaving Iran who had done it without. That was beginning of September 2002. Can't see why the procedure would've changed since, even with the Iraq-war. Seems no problem, the procedure is known by the custom officers, at least in Dogubayazit. Not sure about the southern border at Sero, which is a tiny one for cars and bikes only.
