Just came through bits of Greece, Albania, Croatia, Bosnia, Slovenia. No one asked for insurance except Albania (where they admonished me for not having insurance and told me to stop at the first town and buy some....which I did not, once I got bids of about 45 Euro for anywhere from a month to a year, but no coverage for the other countries I was missing). Note that I am not recommending running insurance-free, but it seems to have worked for me, since I am now back in Italy where my green card coverage works. Just try very hard not to hit anyone or anything. This might be harder than you think, since some of the roads are slicker than the proverbial snot when wet.
All the above countries asked at one time or another for registration, and some actually checked to see that my plate number matched. No one seemed to care that I am also carrying my title.
