No, using a carnet means you don't need to deposit a guarantee of several thousand $ at the entry border. You MUST export your bike (usually within 6 months) and most AAs also require that you either return the bike to the country of origin or permanently import it somewhere else (and provide them with the relevant documentation) before they will return your deposit.
The only people you are usually allowed to donate the bike to are customs authorities (like if it's written off in an accident) or a bike thief (in which case you must obtain a police report and expect delays getting your deposit back).
