I am not sure, if they sell you a bike in Turkiye if you dont have a residance permit. I am in Germany now and will try to find it for you when i get back to Turkiye.
also buying a bike in Turkiye is much more expensive then buying in EU because of high tax rates. you have to pay app %55 tax + 150 Euro to get the registration document. this tax and rules applies for Turkish citizens. I am not sure if you have to pay more or if you get a tax back at the costums.. (btw the %55 tax applies only the bike above 125cc - might be also 250cc not so sure.)
if you are leaving israel and moving to Switzerland, my recommendation is get a bike in Switzerland and ship it to Israel or Turkiye and ride from there. Even if you have to pay same money, be sure it would be much less paperwork and time consuming for you.
