Yes, certanly, I know Kalle from there - excellent person:

And contats in English: http://www.emmk.ee/eng/index.html
But they, as everyone else, don't know nothing about Carnet. It's impossible to issue it in Estonia. I contacted Swedish autoclub, let's see what comes out from there...

In 2001 I had to use a carnet to go through Iran, but I read somewhere (I think on this forum) that somebody succeded to travel in Iran without it.
Try to do a research in this site with the search engine, and maybe you can find some old post about this issue.

I found it! Here follows a link to an italian travellers forum. The guy who wrote the last post was able to go through Iran without carnet.
I don't know if he speaks english, but you can try to write a question.
Good luck

Here is another italian guy (Agostino) who succeeded to go through Iran without a carnet (or, better, he obtained a kind of carnet at the border paying 150 USD):

Swedish autoclub isn't much potential Carnet issuer indeed.
They forwarded me to German ADAC, witch, as i understand, is the main Carnet issuer in continental Europe.
Extremely helpful information how to issue it very quickly:

Margus, Thanks for the contact, is Kalle the guy with the red Jawa. I met him and visited the club last year, stayed with Peter from Sweden and Juri, one of the guys drove the yellow school bus and they helped me get a spare tyre. I want to send over some photos. Have a at Troika for me!
cheers
