Hi, I assume it's the same at other border crossings. I crossed about 5 miles east of the main Tijuana border post, there were a number of offices advertising motor insurance on the approach road. For a bike it was cheap and easy to buy, I can't see you having any problem.
Similar facilities seemed available at the Tecate crossing, I couldn't verify this as the whole border was closed when I arrived. On that note, if the highway to the border is closed it may not be the best bet to make an off-road approach to the border post. It didn't impress the border guards and they turned me back, right through the wildfire frontline.
