Mexico Temporary importation help

I found the following site (https://www.banjercito.com) that claims to offer the following:

BANJERCITO welcomes you and offers you the possibility of performing the procedure for obtaining a temporary permit to import your vehicle into Mexico. To do so, you just need to complete the following two steps appropriately:

1. Carry out the registration process on this web page.

2. Show up at the Temporary Vehicle Import Border Office presenting the leaf number which you will be assigned to you as well as the following:

Documentation which credits your migratory condition. For legal mexican residents: Definite or Temporary Residence Card; Work Permit (in which you are authorized to work inside te USA for at least a year); or Naturalization Certificate including your Double Citizenship Letter. For tourists: Passport; Birth Certificate; Sworn Statement; Naturalization Certificate; or Voter's Registration.
Vehicle Ownersip Certificate; Registration; or Lessor Contract.

Personal Driver's License (not required).

Payment of the corresponding fee (USD$22.00 plus TAX).

Payment of guarantee for the return of the vehicle by international credit or debit card forwarded abroad under the importer's name, or by making a guarantee deposit. The amount for this will be determined by the vehicle's model and will de refunded upon reentry to the USA. (1999-2002 models, USD$400.00; 1994-1998 models, USD$300.00; models previous to 1994, USD$200.00).
Given the case of being a tourist, additional to all previous documentation, you must present the FMT migration form which will be handed out at migration offices located at the border.
Document in proof for the return of any previously imported vehicle.

I thought this might "ease" the crossing process?

I'm unsure about the "guarantee for the return of the vehicle by international credit or debit card forwarded abroad under the importer's name" i.e. do you have to actually pay for this ahead of time - or do they just want credit card details as a security measure?

Anyone familiar with this site?

The import process is pretty simple. I'm not sure what their angle is.

Admittively, the last time I cross the border was 1997 and it took us 6 hours but we had 22 vehicles LOADED to the gills with supplies and donations on the way to Belize. We chose a crossing outside of Loredo that usually only sees 1-2 cars per hour and one guy with a typewritter and one piece of carbon paper can only work so fast.

For the HU meeting in Creel, I'll stop by AAA here and get them to prefill out the paperwork for me as they did in '97. The rest of it is relatively easy and straight-forward assuming the circumstances are different this time around!

Horizons Unlimited is not a big multi-national company, just two people who love motorcycle travel and have grown what started as a hobby in 1997 into a full time job (usually 8-10 hours per day and 7 days a week) and a labour of love. To keep it going and a roof over our heads, we run events all over the world with the help of volunteers; we sell inspirational and informative DVDs; we have a few selected advertisers; and we make a small amount from memberships.
