Spain tourist plates? Going to Cape Town.
I plan on arriving in Barcelona with my Spanish NIE to purchase a bike there.
Can I register the bike with just my NIE in order to get tourist plates?
Will I have any issue using tourist plates traveling through West Africa enroute to Cape Town?
Does RACE (auto association) of Spain issue my a Carnet for a bike with tourist plates?
What is the best option for insurance? Will I need green card in Europe for the short duration and just purchase insurance in each country I pass through?

The NIE is just a tax reference. I suspect you will need an empadronamiento which shows your valid address in Spain.
But the dealer will tell you.

Barcelona is now the capital of Catalunya and no longer part of Spain, as of a couple of days ago - all depending on where your affinities lie.

Tim,
I plan on buying used and don't have a resident status in Spain. Will I be able to register a used bike under tourist plates?

Are you confusing the concept of German export plates with Spanish tourist plates?
What benefit are you assuming you will be receiving?

I drove a van on Dutch export plates (valid for 15 days) through to West Africa without a problem, considering I was in Europe for 16 days ... no one uttered a word, all the paperwork was in order. The export paperwork was only relevant in the EU
