Yes, you can do both at the border (true Oct 2009). I don't recall needing any photos either.
The only thing of note is you may be given a choice between a (30 day?) tourist visa and a (two-day?) transit visa. It turned out they cost the same. I wasn't offered the option of a multi-entry Syrian visa on my way down (but I didn't ask either) which would have saved me the transit visa option on the way back up. The third party insurance you are required to buy covers you for a month or three.
You'll need to pay for everything with Euros. They won't accept Syrian pounds for anything (even though the first thing they do is send you to the bank where your Euros are converted into Syrian pounds for you to pay off each agency -- you must have the full amount in Euros ~ EUR140 ISTR)
You can also do it all at the border with Jordan if you fancy going any further south.
